New York state senator & Majority Leader Andrea Stewart-Cousins speaks on recent decisions to ban chokeholds and give the right to charge a crime of aggravated strangulation as a Class-C felony if someone dies as a result of one, repealing 50-A which helps keep police discipline records secret, give the right to record police activity, banning calling 911 on someone based on race if they are not in imminent danger and other police reform measures.
